WINNIPEG — The Frontier Centre for Public Policy is pleased to announce the appointment of Bruce Pardy, LL.B. (Western), LL.M. (Dalhousie), as a Senior Fellow.
Pardy is a professor of law at Queen’s University and executive director of Rights Probe. He is known for his principled critique of legal progressivism and the discretionary administrative state. His areas of focus include environmental governance, property theory, constitutional law and civil liberties.

Bruce Pardy
Pardy has taught law in Canada, the United States and New Zealand. His career includes academic appointments at Queen’s University, the University of Western Ontario, Victoria University of Wellington, Seattle University School of Law, California Western School of Law, South Texas School of Law, and the University of Sherbrooke.
He has also served as visiting research fellow at the American Institute for Economic Research and as Julian Simon Fellow at the Property and Environment Research Center in Montana.
Earlier in his career, Pardy practised civil litigation, administrative and environmental law with Borden Ladner Gervais LLP in Toronto. He was an adjudicator and mediator on Ontario’s Environmental Review Tribunal from 2005 to 2014.
His work has appeared in the National Post, Financial Post, Troy Media and Epoch Times, and through institutions such as the Fraser Institute and the Macdonald-Laurier Institute, where he also serves as a senior fellow. He is co-author of the Free North Declaration, a civil liberties petition responding to government overreach during COVID-19.
“Bruce Pardy is one of Canada’s most thoughtful and courageous voices on law, liberty and governance,” said David Leis, president and CEO of the Frontier Centre for Public Policy. “His scholarship and public advocacy are invaluable in advancing individual freedom, the rule of law and limited government.”
